Hi Ralph,
Thanks for including the file. Do you happen to recall how you created the file, specifically that first measure figure? That may give us a clue as to why it was behaving oddly. In any event I've fixed the file to what I think you want. I think you meant that measure 1 is supposed to be a 1 beat measure in 4/4 time.
