Default Add support for bar insert/delete on per-staff basis

Request:
To add support for single or multiple bar(s) insert/delete on per-staff basis

Implementation suggestion:
Use the existing bar (measure) insertion dialog (which works brilliantly) and add a tickbox to say...

"Apply this to selected bar(s) only"

Obviously those bar(s) would have to have been selected prior to this Dialog being selected. But that has a easy learning curve and is readily remembered.

Default suggestion:
The current add/remove bar dialog which operated globally (without regard to marked section) and applied to all staffs should remain the default as is much more common usage.
