Actually it's a tad more finessed than that. Composer opens all the tracks, but hides those that have no notes. This is because in some MIDI files, there may be a number of empty (no note) tracks that were inadvertently left in a sequenced file. Rather than showing a bunch of empty staves, Notation Software (both Musician and Composer) is designed to keep those staves/tracks, but hide them. If you want those tracks/staves to show in a Part (eg. the Conductor's score, or to create a Part for those staves), you can use Part/Display or define part. In that dialog, you can select the Part you want to change staves for, and change the staves as well.
