Simply left-click/dragging the mouse selects only the notes or rests or whatever element is first encountered by the cursor. You cannot directly copy or paste those elements with that method. Unlike working with a word processor, there are simply too many possible variations of elements to successfully copy with that method.

Instead, use this method:

To select a region, hold down the Control key and left-click/drag the mouse over the region.

You can extend the selected region across pages by first selecting a section as above, then paging to where you want to end and using Control-left-click to reset the end of the section.

Copy the selected region by choosing Copy from the Edit menu or pressing Control-C.

To paste your copied material, select the area to be copied to using the same selection method as above, then choose Paste from the Edit menu or press Control-V. Make sure you select sufficient measures for the material you have copied or your pasted material will be truncated.

Also, under the Edit menu, you can use the functions under the Paste Special sub-menu to insert bars from the clipboard without selecting a region first, paste only lyrics from copied material and more.

Two things to remember: the material copied needs the same number of staves to be copied to or else it only pastes as far down as the selected staves permit; and 2) hidden staves can interfere with the selection process, so it's best to un-hide staves when copying and pasting.
