You're right that we went with an online version of the documentation so that we could more easily update it when we make changes to the software, and so that everyone would be accessing the same copy.
We could spin a local .chm copy, but to install that separately means a bit of "under the hood" work for you as the end user (Windows doesn't let you just drop in a .chm file without some permissions issues and such).
Alternatively, there is a pdf copy of the Users Guide available for download at

The PDF version is searchable, and with the added benefit of being able to "mark up" the copy you have with your pdf reader/application.
