Default Adding Tempo Notations

Here I am again...

I'm getting frustrated with this... I think it should be simple and I'm probably the cause of my own frustration.

I have my band piece with 16 staffs. I want to add the Temp Notation "Andante". While I was viewing the Conductors score and added the notation as free text above my first part (Piccolo). I then saw that an "unnamed" part was created. I viewed the Unnamed part and it was the same as the Conductors score. I viewed the Piccolo part and the Tempo notation was there, but not for any other part. I then added the notation again for the Baritone part, but while viewing the conductors score, the Tempo notation showed on Piccolo and Baritone so I assume it would show on all parts if I added it.

Is it possible to have the Tempo Notation appear only once for the Conductors score, while having it show for all the separate parts?
