Thanks for the extra info you added to your original post - that's very helpful, and I was able to reproduce the problem easily.

Thanks for the report, and yes the work around is to just restore the View/Show Staff Controls after creating a Part with the Part Wizard.
(Using Part/Define does not lose the Staff Controls, nor does using Format/Display Easy Notes) I've now reported this bug.
