Hi Gerard,
It sounds like something has gone awry in the installation. Please try re-installing the software and select the "repair" option. After the re-installation is complete, please restart your machine (sometimes Windows needs to get its ducks in a row.) As David has said, clicking on or click-dragging across the barline should (1) turn it blue and (2) bring up the Barline editing buttons so that you can select a different style of barline.
