You can set the "Fm" rather than "Fmin" in Text/Chord Names/Select style. Unfortunately the "set as default" is broken for "m" vs "min", but the setting will 'stick' for the song.

The default is indeed to have chord names placed on the main beats as that's where the majority typically fall (and we've tried to help folks not misplace the majority of the chords :)...
